The European Union has developed the project PAPIRUS (Public Administration Procurement Innovation to Reach Ultimate Sustainability) which must act as a spearhead for the paradigm shift in public procurement. The project involves the introduction of a new model for innovative public procurement in this area.
It is a new public procurement process focused on the use of materials characterized by Zero Energy consumption, which will be applied in the repair and construction of buildings. This new model has been implemented in the four European locations which act as a test bench for this European project, coordinated by Tecnalia. In addition to Sestao, the initiative is being developed in Oslo (Norway), Enzkreis (Germany) and Turin (Italy).
